About the Project
The Humanitarian Logistics Capability (HLC) contract is a partnership between The Palladium Group and the Department of Foreign Affairs and Trade (DFAT). The HLC programme itself supports the Australian Government's international disaster relief efforts through the provision of logistical support, disaster relief procurement, and timely technical advice.
About the role
The Purchasing Officer will support the project team in ensuring that all purchases of the right goods and services in a manner that demonstrates transparent value for money, are well documented and are undertaken in accordance with Palladium and Commonwealth Purchasing guidelines and best practices. This role is based in Pinkenba, Brisbane on a fixed-term contract until 30th June 2024, with the possibility of extension.
The primary responsibilities:
Assist the HLC team in sourcing and purchasing the right equipment and supplies in support of Humanitarian and Disaster Relief Operations; transparent, accountable, efficient, sustainable appropriate and acceptable.
Liaise with key stakeholders, SMEs and project leads to develop requirements and minimum specifications, including all ethical, budgetary and sustainability considerations.
Raise and submit Purchase Orders and Payment Approval Forms (PAFs). Process approved purchase orders, prepare comparative bid analyses and other bidding documents for approval, and manage submissions for project credit applications.
Assist in maintaining an accurate and updated purchasing and suppliers register.
Prepare and implement Purchasing plans in line with Palladium and Commonwealth Purchasing Standard Operating Procedures (SOPs)
Ensure suppliers adhere to Service Level Agreements (SLAs), and that there is precise record keeping.
About You:
Relevant experience in a similar role, or degree in Purchasing or Supply Chain Management with relevant other work experience.
Ability to work at a fast-pace, within a dynamic and fluid environment.
Prior experience in a humanitarian or international development context is preferrable.
Strong Purchasing and fiscal management skills.
Solid knowledge of Microsoft office programs.
Sound problem solving and decision-making skills.
Requirements include mandatory vaccinations for international travel, ability to obtain a satisfactory police check and maintain a passport.
